Background of the study
Digital libraries have revolutionized information access by providing vast repositories of multimedia content accessible through digital devices. In secondary schools in Minna, Niger State, traditional libraries often struggle with limited resources, outdated materials, and inadequate infrastructure, which restrict students’ access to up-to-date information. A multimedia-based digital library can address these challenges by integrating text, audio, video, and interactive elements into a centralized digital platform. This system enables students to access a diverse range of educational resources—from e-books and research articles to educational videos and interactive modules—anytime and anywhere (Adeola, 2023; Ibrahim, 2024). Digital libraries not only enhance learning outcomes by providing a wealth of information at students’ fingertips but also promote independent learning and research skills. Moreover, the multimedia format can cater to various learning styles, making information more accessible and engaging. By leveraging cloud computing and advanced search algorithms, the digital library can offer personalized recommendations and streamlined access to quality content. Despite the transformative potential, challenges such as high initial setup costs, limited technical expertise, and the digital divide in rural areas hinder the effective implementation of digital libraries in secondary schools. This study aims to design and implement a multimedia-based digital library for secondary schools in Minna, evaluating its impact on student learning and information accessibility while identifying strategies to overcome technical and infrastructural barriers (Chinaza, 2023).

Statement of the problem
Secondary schools in Minna, Niger State, face persistent challenges in providing students with up-to-date, diverse, and accessible learning materials due to the limitations of traditional physical libraries. The existing system is often characterized by a limited collection, outdated resources, and physical accessibility issues. Although a multimedia-based digital library can overcome these limitations by providing rich digital content and interactive features, its implementation is fraught with challenges. High costs associated with hardware and software acquisition, inadequate internet connectivity, and a lack of technical support hinder the effective deployment of digital libraries. Furthermore, teachers and students often lack the digital literacy required to maximize the benefits of such a system, leading to underutilization of available resources. These challenges result in suboptimal learning experiences and limit the ability of students to engage in independent research. This study seeks to investigate these issues by evaluating the effectiveness of a multimedia-based digital library in enhancing access to educational resources and improving student outcomes in secondary schools in Minna. The research will identify key technical, financial, and operational barriers and propose solutions to ensure sustainable implementation and utilization of digital libraries in resource-limited settings (Ibrahim, 2024; Adeola, 2023).

Significance of the study
This study is significant as it provides practical solutions for implementing digital libraries in secondary schools, enhancing information access and improving learning outcomes. The findings will guide policymakers and educators in addressing infrastructural and technical challenges to promote equitable digital education (Adeola, 2023; Ibrahim, 2024).

Scope and limitations of the study
The study is limited to multimedia-based digital library implementation in secondary schools in Minna, Niger State. Limitations include high setup costs, inconsistent internet connectivity, and varied digital literacy levels.
